Mayor Daniele Fede, Class I Borough Official Arthur Sopelsa, Class II Councilman John Mitchell, Class III Rebecca Foster, Class IV Robert Foster, Class IV Yesenia Frias, Class IV Daniel Schnipp, Class IV Tony Teresi, Class IV Samuel Harris, Alternate Robert Robbins, Alternate Planning and Zoning Board The Planning and Zoning Board is responsible for the preparation and adoption of the Master Plan, which is the guide for development of all amendments to the Land Development Regulations. The Planning and Zoning Board also reviews all proposed subdivision of land for compliance with Chapter XXXV, Section VII of the Land Development Regulations, which contains all standards for development of new streets, sewers and utilities. The Planning and Zoning Board is charged under the Land Development Regulations with the responsibility to review all site plans, parking projects, and major building projects for proper design and drainage according to standards. The Planning and Zoning Board, through the Master Plan and Land Development Regulations, sets the pattern for development of the community. It has addtional powers under the Land Use Law. It conducts hearings and may grant certain non-use type variances. Class II and IV members of the Planning Board are appointed by the Mayor. The Class III member is appointed by the Borough Council. Planning and Zoning Board Meeting Schedule The Planning and Zoning Board meets every second and fourth Tuesday of each month. All meetings are held at the Borough Hall Council Chambers beginning at 7:30pm on the night of the meeting listed above. The Board reserves the right to call for special meetings as it deems necessary. I will continue our efforts to make strides to make a healthy, safe and vibrant place for our residents. I welcome all residents and community groups to join in these efforts. Feel free to call or email me with ideas, projects and concerns as you have done in my past two years of my Mayorship. Your contributions make our community an inclusive and diverse place to live. I hope that you can navigate this website quickly, and if there are any services that you require or think should be included on the website, press the contact button below and I will make sure that it is addressed. The Mayor and Council will continue to use and explore grant opportunities, improve our aging infrastructure which is a constant challenge, and find ways to complete the open-space projects. Veterans’ Park improvements are now complete. The recreation center is under construction, and planning is in place for the tennis, pickleball and basketball courts in Olsen Park. The athletic complex is a testament to our commitment to the wellbeing of our community. Community walking groups are enjoying the track. We will continue our sustainable practices and I am proud of our Tree City USA designation for over 20 years as well as our Sustainable Jersey bronze certification. I am very proud of the services that the Police Department provides for our public safety, the Department of Public Works and all the services that it provides, including keeping our roads clear, removing leaves and taking care of Borough buildings. We cherish our first responders who train, volunteer and help with our commitment to public safety. I look forward to hearing from any volunteers that wish to serve on boards, committees or special projects. The owner or tenant in possession of lands abutting or bordering upon the sidewalks and gutters of the streets within the borough limits shall remove or cause to be removed all ice and snow from all such sidewalks within eighteen (18) hours after such snow or ice shall have fallen or accumulated. b. Every owner of real property on which there has been constructed a multiple dwelling of three (3) or more residential units shall remove or cause the removal of all snow and ice from all streets, lanes, alleys, driveways, roadways, parking areas, sidewalks, walkways, steps, and stairs located on such property that are open to the public, to which the public is invited, or which are designated for common use by the occupants or tenants within eighteen (18) hours after such snow or ice shall have fallen or accumulated. c. Every owner or tenant of real property, improved or unimproved, used, or zoned for commercial, business, religious, professional, or office use shall remove or cause to be removed all snow and ice from all streets, lanes, alleys, driveways, roadways, parking areas, sidewalks, walkways, steps and stairs located on said property that are open to the public, or to which the public is invited, within eighteen (18) hours after such snow or ice shall fall or have accumulated. d. If snow or ice may be frozen or impacted as to make removal impractical in the judgment of the sub-code official, borough superintendent of public works, or members of the regular Bogota Police Department, the owner shall forthwith cause said snow and ice to be covered with clean sand, ashes, sawdust, rock salt, or similar material, thoroughly covering all sidewalks, walkways, steps, and stairs located on said property as hereinabove set forth, within six (6) hours of daylight after the accumulation of such snow or ice. e. No person shall deposit or cause to be deposited any snow or ice upon any public sidewalk, street, or publicly owned parking facility in any manner that may obstruct or impede vehicular or pedestrian traffic. f. No person shall deposit or cause to be deposited any snow or ice that has accumulated on any sidewalk or within the boundaries of private property upon any public sidewalk, street, or publicly owned parking facility. g. The owner of any real property abutting any fire hydrant shall clear such fire hydrant of snow, within twenty-four (24) hours of snow coverage. Failure to clear such fire hydrant shall be a violation pursuant to subsection 3-5.3 below with a fine in an amount not to exceed seventy-five ($75.00) dollars. The bottom stubs are for the 3rd and 4th quarter payments of the current year and the top stubs are for the 1st and 2nd quarter payments (estimated) of the following year. The color of the tax bill will also change yearly. Taxes are due February 1, May 1, August 1, and November 1 of each year. There is a 10 day grace period before interest is added. Interest is calculated at 8% for the 1st $1,500.00 that is delinquent and 18% for any amount above that. Any property tax delinquency exceeding ten thousand dollars ($10,000.00) at is subject to a six percent (6 %) year end penalty. As a statutory officer of the State of New Jersey, the tax collector is obligated to follow all state statutes regarding property tax collection, including billing, due dates, interest on delinquent tax payments, and tax sale procedures. The tax collector is required by state law to hold a tax sale each year for the prior year's unpaid municipal charges. If you do not pay your property taxes, a lien will be sold against the property for any unpaid taxes owed from the previous year.. Your property is not sold at the tax sale; a lien is placed on it. As needed, the Tax Office will mail delinquent notices to you as a reminder. However, interest charges have already been added and must be paid. Interest amounts change daily so it is important that you call the Tax Office for the current up-to-date amount that is owed, otherwise, your account will be left with an open principal balance. By November 11th of the current year, if you have any unpaid delinquent taxes, your property will be subject to a tax sale and a lien may be placed on your home or property. Remember, it is your responsibility to pay your Real Estate Taxes on time. By law, the Tax Office must collect interest on delinquencies.
