Municipal Clerk
The position of the Borough Clerk is required by New Jersey Statute
(NJ.SA. 40A:9-133).
Borough Clerk Duties
The Borough Clerk is a statutory and state-certified position, established by the New Jersey State Legislature in 1985. The Clerk plays a crucial role in municipal government, where the paths of the public, local officials, and government agencies intersect. The core duties include:
1. Secretary of the Municipal Corporation

Custodian of the municipal seal and all official records, including minutes, books, and contracts.

Attests to the signatures of municipal officers.

Receives and maintains legal documents.
2. Secretary to the Governing Body

Prepares agendas for meetings, including the annual Reorganization Meeting.

Keeps the Governing Body informed of meeting rules and procedures, such as quorum requirements and order of business.

Maintains official records of proceedings, minutes, ordinances, and resolutions.

Administers and records oaths of office.

Acts as a liaison between the public and the Governing Body.
3. Chief Administrative Officer of Elections

Certifies vacancies and handles nominating petitions.

Manages the drawing for ballot positions and provides election materials.

Certifies election results and suggests polling places.
4. Chief Registrar of Voters

Ensures that all eligible individuals can register to vote and participate in elections.
5. Administrative Officer

Accepts and issues licenses and permits.

Issues assessment search certificates and certifies municipal bonds.

Acts as an information officer to the public and media.

Maintains personnel records and purchases equipment and supplies as needed.
6. Records Coordinator and Manager

Implements local archives and records retention programs as required by law.
The Clerk's office also handles requests for government records (OPRA), issues licenses for animals and legalized games, and manages alcoholic beverage licenses in coordination with relevant authorities. These diverse duties ensure the smooth operation and transparency of municipal functions.
