Important Reminders Do not recycle plastic bags or put recyclable bottles and cans in plastic bags. Plastic bags from stores should be thrown out with regular garbage or brought to Borough Hall. No household waste or trash is to be placed out for pickup on a weekend or prior to 4:00pm on the evening before scheduled pick-up. Please call with questions about special circumstances. [Ord. 3/10/27, S3; Ord. #1155, S1; Ord. #1181, S1] a. It shall be the duty of the owner, operator, or occupant of all residential uses and business or commercial premises where garbage accumulates to the extent of more than six (6) thirty (30) gallon cans per week per residential unit or per each other business or commercial use on the premises to remove all garbage generated by the said uses at the expense of the owners, operators, or occupants of the premises. All owners, operators, and occupants who violate this provision are subject to forfeiting the right to municipal garbage pick-ups, in accordance with the provisions of subsection 14-4.10 . b. The borough is not obligated to pick up garbage or recyclable materials in excess of the amount set forth in subsection 14-4.3a or garbage collected in dumpsters or other similar large containers, other than suitable containers weighing less than seventy (70) pounds each when full. It shall be the duty of all owners, operators, and occupants of all premises to remove and dispose of, at their own expense, all dumpsters or other similar large containers exceeding the weight limit set forth herein. c. Owners, operators, or occupants of residential, business, or commercial premises shall not deposit garbage accumulated on or in the said premises in borough litter and/or borough garbage containers located anywhere in the borough. Program Description The Tax Assessor’s Office is responsible for accurately identifying, listing and valuing all real property within the Borough. This requires the collecting and maintenance of data from numerous other programs provided by New Jersey Statutes, including senior citizens, disabled persons, veterans tax deductions, farmland assessment, tax exemptions to eligible non-profit organizations, sales ratio and annual assessment notifications. New Jersey Property Tax Deductions: Property Tax Deduction for Veterans or Surviving Spouses. This is an annual deduction from taxes due in the amount of $250.00 to qualified veterans or their surviving spouse. Claim for V.S.S. may be obtained from this office or from the following link: http://www.state.nj.us/treasury/taxation/pdf/other_forms/lpt/vss.pdf All completed forms and necessary documentation are to be filed with the Assessor’s Office. Real Estate Property Tax Deduction for Senior Citizens, Disabled Persons or Surviving Spouse 55 Years or Older: An annual $250.00 deduction from real estate taxes is provided for the dwelling of a qualified individual meeting the requirements for income and residency. The Borough Clerk is a statutory and state-certified position, established by the New Jersey State Legislature in 1985. The Clerk plays a crucial role in municipal government, where the paths of the public, local officials, and government agencies intersect. The core duties include: 1. Secretary of the Municipal Corporation Custodian of the municipal seal and all official records, including minutes, books, and contracts. Attests to the signatures of municipal officers. Receives and maintains legal documents. 2. Secretary to the Governing Body Prepares agendas for meetings, including the annual Reorganization Meeting. Keeps the Governing Body informed of meeting rules and procedures, such as quorum requirements and order of business. Maintains official records of proceedings, minutes, ordinances, and resolutions. Administers and records oaths of office. Acts as a liaison between the public and the Governing Body. 3. Chief Administrative Officer of Elections Certifies vacancies and handles nominating petitions. Manages the drawing for ballot positions and provides election materials. Certifies election results and suggests polling places. 4. Chief Registrar of Voters Ensures that all eligible individuals can register to vote and participate in elections. 5. Administrative Officer Accepts and issues licenses and permits. Issues assessment search certificates and certifies municipal bonds. Acts as an information officer to the public and media. Maintains personnel records and purchases equipment and supplies as needed. 6. Records Coordinator and Manager Implements local archives and records retention programs as required by law.     BOGOTA COMMUNITY GARDEN > COMMUNITY > COMMUNITY GARDEN > The Bogota Community Garden is located in Veteran's Park on River Road near the intersection of the West Fort Lee Road. The Bogota Community Garden (a division of the Environmental Commission) is the highest authority at the Bogota Community Garden. The following are the rules and guidelines for gardeners at the Bogota Community Garden. Bogota's Community Garden Rules Bogota Community Garden will provide.. 4 X 6 plots ( larger ones to be constructed) Fencing around the exterior of the entire garden Rain Barrels, composting area, shed for tools and benches for relaxing Rules and regulations will be provided to each renter and posted inside the shed Plot Maintenance Expectations Gardeners must maintain plots (including adjacent aisles) throughout the growing season If, for any reason (health, vacation, work pressure), you will be temporarily unable to maintain your plot or throughout the season, inform the coordinator. If you have a substitute gardener, inform the Community Garden Committee via email at bogotacommunitygarden@gmail.com . Abandoned plots will be reassigned. Plots are on a first come, first served with a maximum of 2 plots per household. At the end of the season, all dead plants and weeds must be removed. This garden adheres to organic growing practices. Do not use synthetic chemical pesticides or fertilizers like miracle-Gro. If you are not sure if something is allowed, please check with another gardener or email the community garden committee at bogotacommunitygarden@gmail.com . If used, you forfeit your plot. Refrain from excessive interior fencing and edging Adjacent Paths and Borders (mulch or grass) is what is used in the pathways. You are responsible for maintaining the pathways, via weeding, etc around your plot. You must keep the path by your plot clear of weeds, rocks, garden plants and other obstacles. Each gardener is responsible for their own trash removal. Miscellaneous Vegetables and plants grown from your plot may not be sold for personal profit. Radios. Should you wish to listen to the radio, please use headphones as not to disturb the other gardeners. Garden gates. The gates should remain closed at all times. Please make sure it is securely closed. No Vehicles are allowed on the garden or park property. Keep the Garden Committee advised of your current address and telephone number by notifying them via email at bogotanjcommunitygarden@gmail.com . Keep the garden attractive for neighboring residents and safe for all. Gardener Meetings There will be two mandatory meetings with the gardeners. One in the month of May for the start of the growing season and one in October for the end of the season. The Bogota Community Garden committee will meet once every other month on the fourth Wednesday of that month. Warnings and Penalties If you fail to follow any of the above guidelines, the community garden community will contact you. All gardeners are required to keep their plots as disease and weed free as possible. Complaints, policies and mediations are the responsibility of the Bogota community garden committee. Community Garden Sustainable Practices Rules and Guidelines Bogota Community Garden renters should follow the following practices: Use Rain Barrels for watering and conserve water Use organic mulch to reduce water use Solar lights are encouraged Place cut vegetation in compost area Use only organic soils We placed wood chips from local tree contractor donation to reduce weeds This garden adheres to organic growing practices No use of pesticides or herbicides unless organic.
