To this end, the Recreation Center provides a wide range of programs and activities. A new state of the art playground is designed to provide children and parents with learn by activities. Committee Meetings, in addition to regular meetings are held on the third Wednesday of every month at 7:00PM. Building complaints about maintenance (e.g., paint, leaks, rodents, etc.) should be directed to Property Maintenance Department and/or the building owner, the Department of Housing, Preservation, and Development. (The International Property Maintenance Code). The main purpose of the department is to maintain a quality of life in the Borough that reflects it values. Such as beautiful tree lined streets and well maintained homes and businesses. The overall appearance of the community is paramount in helping to keep property values stabilized. The department’s responsibility is to patrol the community and inspect residences and businesses for any violations. The department responsibilities extend to enforcing property owners and tenants not to place garbage or trash over the weekend. Enforcing snow and ice removal from sidewalks within 18 hours after snow has stopped falling. Enforcing owners not to place leaves in the streets after published leaf season has ended. Enforcement of removal of unregistered or inoperative vehicles on residential properties. Enforcement of grass height not to exceed 4 inches, and trimming of all overgrown shrubs, as well as all general maintenance on all properties. Vacant/Abandoned Property § 9-11 Registration of Vacant/Abandoned/Foreclosed Properties [Ord. #1456; amended 6-27-2019 by Ord. No. 1525; 3-21-2024 by Ord. No. 1613] The owner of any vacant property as defined herein shall, within thirty (30) calendar days after the building becomes vacant property or within thirty (30) calendar days after assuming ownership of the vacant property, whichever is later; or within ten (10) calendar days of receipt of notice by the municipality, file a registration statement for such vacant property with the Property Maintenance Officer on forms provided by the Borough for such purposes. Failure to receive notice from the municipality shall not constitute grounds for failing to register the property. a. Each party having a separate block and lot number as designated in official records of the municipality shall be registered separately. b. The registration statement shall include the name, street address, telephone number, and email address (if applicable) of a person twenty-one (21) years or older, designated by the owner or owners as the authorized agent for receiving notices of code violations and for receiving process in any court proceeding or administrative enforcement proceeding on behalf of such owner or owners in connection with the enforcement of any applicable code: and the name, street address, telephone number, and email address (if applicable) of the firm and the actual name(s) of the firms individual principal(s) responsible for maintaining the property shall be available by telephone or in person on a twenty-four (24) hour per day, seven-day (7) per week basis. The two (2) entities may be the same or different persons. Both entities shown on the statement must maintain offices in the State of New Jersey or reside within the State of New Jersey. c. The registration shall remain valid for one year from the date of registration except for the initial registration time which shall be pro-rated through December 31. The owner shall be required to renew the registration annually as long as the building remains a vacant property and shall pay registration or renewal fee in the amount prescribed in subsection 9-11.5 of this section, for each vacant property registered. d. The annual renewal shall be completed by January 1st each year. The initial registration fee shall be pro-rated for registration statements received less than ten (10) months prior to that date. The owner shall notify the Borough Clerk within thirty (30) calendar days of any change in the registration information by filing an amended registration statement on a form provided by the Borough Clerk for such purpose. f. The registration statement shall be deemed prima facie proof of the statements therein contained in any administrative enforcement proceeding or court proceeding instituted by the Borough against the owner or owners of the building. History of Bogota, NJ FROM THE BOGOTA PUBLIC LIBRARY HISTORY COLLECTION HISTORY OF BOGOTA > ABOUT US > HISTORY OF BOGOTA > The Borough of Bogota was formed on November 14, 1894, from portions of Ridgefield Township, based on the results of a referendum held that day. It was a result of the "Boroughitis" phenomenon then sweeping through Bergen County, in which 26 boroughs were formed in the county in 1894 alone. Prior to the founding of the Borough of Bogota, the area was inhabited by members of the Lenape Tribe until the early 1600s when Dutch settlers arrived. The Dutch were replaced by the British in 1664, Following the Civil War, Bogota evolved from a farming area to a suburban and industrial one. Following his move to Bogota in 1893, Frederick W. Cane led the successful effort for a special election regarding the incorporation of the Borough. The population was about 250 at the time, although only 57 votes were cast. Cane was elected the first mayor in 1895. It can be considered the year when farming began to decline and Bogota started to become a small suburban town with an important industrial element. South End of Larch Avenue In 1898, the electric trolley shattered the then semi-rural nature of Bogota. Most of the new residents were members of the business and professional classes as opposed to the farmers who were there first. There was also a small, local retail and service population that provided such things as coal and lumber, and trades such as carpentry. Economically the Borough was also developing. William N. Smith was busy with his paper mills, but still had time to form the Bogota National Bank on East Fort Lee Road close to the railroad tracks and potential customers coming off the trains. Another institution, the Bogota Savings Bank, was started as the Bogota Savings and Loan in 1893. Judge Peter Bogert, part of the Bogert farming family, was the first president. William N. Smith became president a few years later; he was part of the “commuter” faction that helped form Bogota in opposition to Peter Bogert. By 1939, Bogota was expanding rapidly and had at least ten times the population of 1912. Main Street was a busy commercial street in addition to the shops, banks, bowling alleys, etc. on West and East Fort Lee Road. Big changes in the business district in 1939 effectively ended Fort Lee Road’s role as the most important business street in town. Major construction projects, connected with each other, forever changed the town. The construction of the Main Street overpass, the construction of the Grade Level Crossing over the West Shore railroad tracks, and the extension of Main Street into Hackensack were the last major changes in Bogota’s infrastructure until the opening of Interstate 80 in the 1960s. The 1960s also saw another change in the character of Bogota: most of the paper mills closed. A great many had been involved in producing materials needed to win World War II. New Jersey was a great manufacturing area then, and Bogota had some impressive capability in its paper mills and the Brewster Construction Company. The last paper mill, the Continental mill, closed in 1970. Almost all of our major industries left town for one reason or another. As a result, families turned to service-oriented occupations. June 1992 saw the closing of the Dewey School due to declining enrollments. Plans to replace the Steen and Bixby Schools were made but they were defeated by the voters in 1993. The Borough celebrated its 125th Anniversary in 2019 with the issuance of a fourth anniversary journal. These volumes can be consulted for more information about the Borough’s past. BOGOTA COMMUNITY GARDEN > COMMUNITY > COMMUNITY GARDEN > The Bogota Community Garden is located in Veteran's Park on River Road near the intersection of the West Fort Lee Road. The Bogota Community Garden (a division of the Environmental Commission) is the highest authority at the Bogota Community Garden. The following are the rules and guidelines for gardeners at the Bogota Community Garden. Bogota's Community Garden Rules Bogota Community Garden will provide.. 4 X 6 plots ( larger ones to be constructed) Fencing around the exterior of the entire garden Rain Barrels, composting area, shed for tools and benches for relaxing Rules and regulations will be provided to each renter and posted inside the shed Plot Maintenance Expectations Gardeners must maintain plots (including adjacent aisles) throughout the growing season If, for any reason (health, vacation, work pressure), you will be temporarily unable to maintain your plot or throughout the season, inform the coordinator. If you have a substitute gardener, inform the Community Garden Committee via email at bogotacommunitygarden@gmail.com . Abandoned plots will be reassigned. Plots are on a first come, first served with a maximum of 2 plots per household. At the end of the season, all dead plants and weeds must be removed. This garden adheres to organic growing practices. Do not use synthetic chemical pesticides or fertilizers like miracle-Gro. If you are not sure if something is allowed, please check with another gardener or email the community garden committee at bogotacommunitygarden@gmail.com . If used, you forfeit your plot. Refrain from excessive interior fencing and edging Adjacent Paths and Borders (mulch or grass) is what is used in the pathways. You are responsible for maintaining the pathways, via weeding, etc around your plot. You must keep the path by your plot clear of weeds, rocks, garden plants and other obstacles. Each gardener is responsible for their own trash removal. Miscellaneous Vegetables and plants grown from your plot may not be sold for personal profit. Radios. Should you wish to listen to the radio, please use headphones as not to disturb the other gardeners. Garden gates. The gates should remain closed at all times. Please make sure it is securely closed. No Vehicles are allowed on the garden or park property. Keep the Garden Committee advised of your current address and telephone number by notifying them via email at bogotanjcommunitygarden@gmail.com . Keep the garden attractive for neighboring residents and safe for all. Gardener Meetings There will be two mandatory meetings with the gardeners. One in the month of May for the start of the growing season and one in October for the end of the season. The Bogota Community Garden committee will meet once every other month on the fourth Wednesday of that month. Warnings and Penalties If you fail to follow any of the above guidelines, the community garden community will contact you. All gardeners are required to keep their plots as disease and weed free as possible. Complaints, policies and mediations are the responsibility of the Bogota community garden committee. The borough is not obligated to pick up garbage or recyclable materials in excess of the amount set forth in subsection 14-4.3a or garbage collected in dumpsters or other similar large containers, other than suitable containers weighing less than seventy (70) pounds each when full. It shall be the duty of all owners, operators, and occupants of all premises to remove and dispose of, at their own expense, all dumpsters or other similar large containers exceeding the weight limit set forth herein. c. Owners, operators, or occupants of residential, business, or commercial premises shall not deposit garbage accumulated on or in the said premises in borough litter and/or borough garbage containers located anywhere in the borough.
