Goals Submit a report and recommendations to the Borough Council to include: The progress of an audit on municipal facilities. Suggestions on best practices for "greener" municipal operations What has been accomplished, and actions still needed to be done to achieve Sustainable Jersey certification and recertification. Objectives Encourage participation of residents and employees to solicit ideas and implement green initiatives. Research and analyze green initiatives which make practical environmental and financial sense. Two of the most important aspects of this statute were that Animal Control Officers were required to be State certified, and that all New Jersey municipalities were now required to appoint an Animal Control Officer. There are over 1500 Animal Control Officers who have been State certified. Duties for an Animal Control Officer (ACO) may include: Answer inquiries from the public concerning animal control operations. Capture and remove stray, uncontrolled, or abused animals from undesirable conditions, using nets, nooses, or tranquilizer darts as necessary. Clean facilities and equipment such as dog pens and animal control trucks. Contact animal owners to inform them that their pets are at animal holding facilities. Educate the public about animal welfare, and animal control laws and regulations. Euthanize rabid, unclaimed, or severely injured animals. Examine animal licenses, and inspect establishments housing animals for compliance with laws. Examine animals for injuries or malnutrition, and arrange for any necessary medical treatment. Investigate reports of animal attacks or animal cruelty, interviewing witnesses, collecting evidence, and writing reports. Issue warnings or citations in connection with animal-related offenses, or contact police to report violations and request arrests. Organize the adoption of unclaimed animals. Prepare for prosecutions related to animal treatment, and give evidence in court. Remove captured animals from animal-control service vehicles and place animals in shelter cages or other enclosures. Supply animals with food, water, and personal care. Train police officers in dog handling and training techniques for tracking, crowd control, and narcotics and bomb detection. Write reports of activities, and maintain files of impoundments and dispositions of animals. The owner or tenant in possession of lands abutting or bordering upon the sidewalks and gutters of the streets within the borough limits shall remove or cause to be removed all ice and snow from all such sidewalks within eighteen (18) hours after such snow or ice shall have fallen or accumulated. b. Every owner of real property on which there has been constructed a multiple dwelling of three (3) or more residential units shall remove or cause the removal of all snow and ice from all streets, lanes, alleys, driveways, roadways, parking areas, sidewalks, walkways, steps, and stairs located on such property that are open to the public, to which the public is invited, or which are designated for common use by the occupants or tenants within eighteen (18) hours after such snow or ice shall have fallen or accumulated. c. Every owner or tenant of real property, improved or unimproved, used, or zoned for commercial, business, religious, professional, or office use shall remove or cause to be removed all snow and ice from all streets, lanes, alleys, driveways, roadways, parking areas, sidewalks, walkways, steps and stairs located on said property that are open to the public, or to which the public is invited, within eighteen (18) hours after such snow or ice shall fall or have accumulated. d. If snow or ice may be frozen or impacted as to make removal impractical in the judgment of the sub-code official, borough superintendent of public works, or members of the regular Bogota Police Department, the owner shall forthwith cause said snow and ice to be covered with clean sand, ashes, sawdust, rock salt, or similar material, thoroughly covering all sidewalks, walkways, steps, and stairs located on said property as hereinabove set forth, within six (6) hours of daylight after the accumulation of such snow or ice. e. No person shall deposit or cause to be deposited any snow or ice upon any public sidewalk, street, or publicly owned parking facility in any manner that may obstruct or impede vehicular or pedestrian traffic. f. No person shall deposit or cause to be deposited any snow or ice that has accumulated on any sidewalk or within the boundaries of private property upon any public sidewalk, street, or publicly owned parking facility. g. The owner of any real property abutting any fire hydrant shall clear such fire hydrant of snow, within twenty-four (24) hours of snow coverage. Failure to clear such fire hydrant shall be a violation pursuant to subsection 3-5.3 below with a fine in an amount not to exceed seventy-five ($75.00) dollars. No vehicle shall be parked on any streets or highways or portions thereof whenever snow has fallen and the accumulation is such that at least two (2) inches of snow cover the street or highway. b. The above parking prohibitions shall remain in effect after the snow has ceased to fall and until the streets have been plowed sufficiently so that parking will not interfere with snow removal activities and with the normal flow of traffic.

The bottom stubs are for the 3rd and 4th quarter payments of the current year and the top stubs are for the 1st and 2nd quarter payments (estimated) of the following year. The color of the tax bill will also change yearly. Taxes are due February 1, May 1, August 1, and November 1 of each year. There is a 10 day grace period before interest is added. Interest is calculated at 8% for the 1st $1,500.00 that is delinquent and 18% for any amount above that. Any property tax delinquency exceeding ten thousand dollars ($10,000.00) at is subject to a six percent (6 %) year end penalty. As a statutory officer of the State of New Jersey, the tax collector is obligated to follow all state statutes regarding property tax collection, including billing, due dates, interest on delinquent tax payments, and tax sale procedures. The tax collector is required by state law to hold a tax sale each year for the prior year's unpaid municipal charges. If you do not pay your property taxes, a lien will be sold against the property for any unpaid taxes owed from the previous year.. Your property is not sold at the tax sale; a lien is placed on it. As needed, the Tax Office will mail delinquent notices to you as a reminder. However, interest charges have already been added and must be paid. Interest amounts change daily so it is important that you call the Tax Office for the current up-to-date amount that is owed, otherwise, your account will be left with an open principal balance. By November 11th of the current year, if you have any unpaid delinquent taxes, your property will be subject to a tax sale and a lien may be placed on your home or property. Remember, it is your responsibility to pay your Real Estate Taxes on time. By law, the Tax Office must collect interest on delinquencies. Requirements When Applying for a Marriage License Either applicant must reside in the Borough of Bogota. Both bridge and groom must show proof of residence (driver's license, lease showing Bogota address, utility bill or bank statement). Both applicants must be present together with one witness who must know both applicants and be at least 18 years old. Applicants must present social security number and State ID or Passport. If either party is divorced or widowed, FINAL divorce degree or death certificate must be presented. Date of marriage and marriage officiant must be known before marriage license application appointment. There is a 72-hour wait period before license is issued. License is valid for 30 days from date of issue. The application fee is $28.00 and must be paid in check or money order.
